you guys obviously don't get out much. This type of dancing(all though not to this extreme) has been going on in the USA since the early 90's. Go to an urban rap style club frequented by predominately black people in their 20's and you'll see similar.
That's bull ******, in South America they dance with style and eroticism not with this crap, only the scums of the back streets "dance" this ******! So don't generalise.
This is not what people dance in Latin America. This is what really low class, slutty people in certain cities in Peru dance. Latin music is actually beautiful and doesn't even come close to this crap!
